Congress Approves Broad Shield to Protect Pro-Life Health Care Providers
WASHINGTON (December 6, 2004) - - Both houses of Congress have approved enactment of a new law that will provide broad federal protection for health care providers, including hospitals and insurers, who choose not to participate in abortion. The new law, known as the Hyde-Weldon Amendment, will become effective when President Bush receives and signs a massive federal spending bill in which the pro-life provision is contained. That is expected to happen by December 8. The Hyde-Weldon Amendment provides that no federal, state, or local government agency or program that receives federal health and human services funds may discriminate against a health care provider because the provider refuses to provide, pay for, provide coverage of, or refer for abortion. Let me introduce you to two little girls affectionately called "Hot Potato Soup" and "Dessert." Their real names, of course, are far more traditional. First, there is Carissa, now seven years old, born in Taiwan. Carissa was placed for adoption when she was diagnosed with Treacher-Collins Syndrome - - a genetic disorder resulting in severe deformities of the head. Who would want a child like that? Her face is misshapen because it lacks cheekbones and a lower jaw. Her ears are in the wrong place (long hair takes care of that), but even with hearing aids she only hears every third word. Instead of hearing "on your next birthday you'll be eight," to Carissa that eight-word sentence sounds like "On ... birthday ... eight." Who would want a child like that? Her speech is further hindered because, when her cleft palate and missing lower jaw caused her tongue to slip back and cut off her air supply, someone in Taiwan sewed her tongue to her lower lip. As a result, Carissa's poor hearing and mutilated tongue combine to make her speech difficult to understand. Who would want a child like that? PAGE 1

PRO-LIFERS WON ROUND ONE, BUT... Let's remember how things stood before the 2004 election. Activists on both sides of the abortion issue knew that the election would be pivotal to their cause. If John Kerry won, his new appointments to the U.S. Supreme Court would solidify a pro-Roe v. Wade majority on the Court for decades to come, and any substantive pro-life legislation would continue to be in danger of being declared unconstitutional. With a pro-Roe Court continuing its role as the pro-abortionists' bastion of strength, they would be able to frustrate the efforts of pro-lifers even if they themselves lacked the legislative support for advancing their agenda beyond the current status. In contrast, the reelection of President George Bush would offer the possibility of shifting the balance on the Court to the anti-Roe, pro-Constitution side. Of course, overturning Roe v. Wade would only be the first step, but an essential step. For pro-lifers this would be the beginning of the beginning. For pro-abortionists, it would be the beginning of the end. If an anti-Roe, pro-Constitution Court would find that there is no constitutional basis for Roe v. Wade, then the regulation of abortion is up to the legislative branches of government.
