U.S. House Votes to Preserve President Bush's Policy
Against Aid to Overseas Pro-Abortion Groups

Shown below is the May 16, 2001, roll call by which the U.S. House of Representatives reaffirmed President George W. Bush's policy against funding overseas organizations that perform abortions or that seek to legalize abortion as a method of birth control.

At issue was the so-called "Mexico City Policy," which President Bush adopted by his executive authority in January 2001 (thereby restoring a pro-life policy that was previously in effect under President Reagan and the first President Bush).

The President's policy requires that private overseas organizations, if they wish to be eligible under the U.S. program that provides aid for overseas population control programs, must agree not to perform abortions (except to save the life of the mother, or in cases of rape or incest), and not to "actively promote abortion as a method of family planning" - - for example, by campaigning to weaken or repeal the pro-life laws of foreign nations.

As approved on May 2 by the House International Relations Committee, the State Department authorization bill (H.R. 1646) contained a provision, authored by pro-abortion Rep. Barbara Lee (D-Ca.), to overturn the Mexico City Policy. On the House floor, International Relations Committee Chairman Henry Hyde (R-Il.), joined by Reps. Jim Barcia (D-Mi.), Chris Smith (R-NJ), and James Oberstar (D-Mn.), offered an NRLC-backed amendment to remove the Lee provision. In a written communication to the House, the White House warned that the entire State Department bill would be vetoed unless the pro-abortion provision was removed.

By a vote of 218-210, the House adopted the Hyde-Barcia Amendment, thus blocking the attack on President Bush's policy. This was an important pro-life win.

The pro-life position was supported by 185 Republicans, 32 Democrats, and one independent. The pro-abortion position was supported by 33 Republicans, 176 Democrats, and one independent.
