Senate Retains Ban on Abortion on Military Bases, 50-49

Shown below is the June 20, 2000, roll call by which the U.S. Senate rejected an attempt to authorize the performance of abortion on demand at U.S. military facilities.

Current law prohibits abortions from being performed in military medical facilities, overseas or within the United States, even at client expense, except to save the life of the mother or in cases of rape or incest.

On June 20, during consideration of the Fiscal Year 2001 Defense Authorization bill (S. 2549), Senator Patty Murray (D-Wa.) offered an amendment to repeal the military abortion ban, and thereby to authorize military facilities to provide abortion on demand to military personnel and dependents, with clients paying the direct costs. Pro-life Senator Tim Hutchinson (R-Ar.) offered a motion to table (kill) the Murray Amendment, and that motion passed, 50 to 49, on the roll call shown below. (Senate roll call 134). This had the effect of retaining the pro-life policy.

On May 18, 2000, the House of Representatives also rejected an amendment to repeal the ban (see June 2000 NRL News, page 24).
