U.S. House Again Passes Ban on Partial-Birth Abortion

Shown below is the April 5, 2000, roll call vote by which the U.S. House of Representatives approved the Partial-Birth Abortion Ban Act (HR 3660), sponsored by Congressman Charles Canady (R-Fl.) (House roll call no. 104).

The House passed by the bill on a vote of 287 to 141, with seven lawmakers absent.

The bill will now go to a conference committee to iron out differences with a version approved by the Senate last October, after which it will be sent to President Clinton, who says he will veto it.

The House approved the bill by a margin one vote greater than the two-thirds majority that will be required to override the veto. The Senate approved the bill last October by a margin two votes short of a two-thirds majority.

On the roll call shown below, 209 House Republicans favored the bill, while 8 Republicans opposed it. The split among Democrats was 77 in favor, 132 opposed. One independent lawmaker voted on each side of the issue.
