Federal Appeals Court Disagree over Partial-Birth Abortions

Thanks to two conflicting federal appeals court decisions, a possible Supreme Court showdown over partial-birth abortions looms much more likely.
On October 26, the 7th U.S. Circuit Court of Appeals, housed in Chicago, upheld Wisconsin's and Illinois's bans against partial- birth abortions. Barely a month before, on September 25, the 8th U.S. Circuit Court of Appeals overturned the partial-birth abortion bans of Nebraska, Iowa, and Arkansas. (See NRL News, 10/14/99, page 4).

TO MAKE A DIFFERENCE,
NOT A "STATEMENT"

Some pro-lifers dream of the "knock-out" punch: A pro-life Congress passes a human life amendment and then... Well, then comes the really hard part, the slow march through the state legislatures to ratify the amendment to the Constitution. Let's be realistic, it will not be a quick knock-out punch.

The ultimate goal of the right-to-life movement is effective constitutional protection of all human life. Whatever the venue of achieving this--through a constitutional amendment or a favorable Supreme Court decision reversing Roe v. Wade or still some other way--success will come only if our effort is relentless, tactically smart, and strategically sound.
