Pain Relief Promotion Act:
Inconsistent Votes
Besides the recorded vote on final passage, reprinted on pages
28-29, there were two other recorded House votes related to the Pain Relief Promotion Act.
The House defeated 268-160 (with 5 not voting) the Scott Amendment, which would have
stricken the portions of the bill preventing the use of federally controlled drugs to kill
patients. By 239 to 188 (with 6 not voting), it defeated the Johnson Substitute, which
would have had a similar effect by replacing the bill with language containing no such
provisions. Most Members voted consistently: i.e., either for the two gutting amendments
and against the bill on final passage, or against the two gutting amendments and for final
passage of the bill. The votes of those who did not are shown below:
