Federal Appeals Court Disagree
over Partial-Birth Abortions

Thanks to two
conflicting federal appeals court decisions, a possible Supreme Court showdown over
partial-birth abortions looms much more likely.
On October 26, the 7th U.S. Circuit Court of Appeals, housed in Chicago, upheld
Wisconsin's and Illinois's bans against partial- birth abortions. Barely a month before,
on September 25, the 8th U.S. Circuit Court of Appeals overturned the partial-birth
abortion bans of Nebraska, Iowa, and Arkansas. (See NRL News, 10/14/99, page 4).
McCain Disparages
Pro-Life Efforts on Campaign Trail and in Senate

Senator John McCain
of Arizona, one of the leading candidates for the Republican presidential nomination, has
continued to distance himself from the pro-life movement in recent weeks, both in the
Senate and on the campaign trail.
McCain's latest troubling actions come on the heels of the August 19 interview in which he
stated, "certainly in the short term, or even the long term, I would not support
repeal of Roe v. Wade, which would then force X number of women in America to
[undergo] illegal and dangerous operations." (See September 14 NRL News,
page 1.)

TO MAKE A DIFFERENCE,
NOT A "STATEMENT"
Some pro-lifers dream of the
"knock-out" punch: A pro-life Congress passes a human life amendment and then...
Well, then comes the really hard part, the slow march through the state legislatures to
ratify the amendment to the Constitution. Let's be realistic, it will not be a
quick knock-out punch.
The ultimate goal of the right-to-life
movement is effective constitutional protection of all human life. Whatever the venue of
achieving this--through a constitutional amendment or a favorable Supreme Court decision
reversing Roe v. Wade or still some other way--success will come only if our effort
is relentless, tactically smart, and strategically sound.
