Lois Capps (D-Ca.), both of whom have 100 percent pro-abortion career records. This amendment to H.R. 3200 was adopted by Waxman's Energy and Commerce Committee on July 30, 2009, over the objections of the pro-life members of the committee. The amendment explicitly authorizes a new federal government insurance program (the "public option") to cover all elective abortions. The committee's majority rejected authentic pro-life amendments to the bill. -- July 30, 2009
